First, you must ensure your dog can reach the switch.  For smaller dogs, construct a box with a step.  Now place a treat on the switch and as she reaches for the treat give the command, "LIGHTS OFF."  As soon as she hits the switch, praise her with, "GOOD - - LIGHTS OFF."  Continue until you can distance yourself away from her.  Continue sending her to the switch; tossing a treat and praising.
